On December 26, 2023, Joseph Campbell of the Tennessee Wildlife Resources Agency passed the Certified Recreational Boating Professional (CRBP) exam and was awarded his CRBP certification. The National Association of State Boating Law Administrators (NASBLA) is pleased to recognize Joe Campbell as one of the individuals who have recently attained the CRBP credential.

The CRBP certification, developed by NASBLA, is a voluntary credential for recreational boating professionals that encompasses knowledge, performance, and career achievements in specific program domains.

Campbell embarked on his public safety journey over three decades ago, initially serving as a Paramedic in Emergency Medical Services for five years. In 1997, he joined the Tennessee Wildlife Resources Agency (TWRA) as a Wildlife Officer. Identifying his passion for recreational boating enforcement, Campbell transitioned to a boating officer role in 2010. In this capacity, he patrolled the Tennessee and Cumberland Rivers and successfully completed various NASBLA BOAT Program courses, including the Tactical Operators Course, Boating Incident Investigation and Analysis Course Level 1, Boating Incident Investigation and Reconstruction Course Level 2, and the Boating Under the Influence Train-the-Trainer Course.

In 2018, Campbell was promoted to the position of Boating Investigator. He now operates in west Tennessee, aiding local officers in investigating boat incidents and instructing academy classes on boating and medical topics. Additionally, he is skilled as a remotely operated vehicle (ROV) pilot, regularly utilizing this underwater robot to locate drowning victims and gather evidence from boating collisions.

Campbell currently holds the position of chairman for NASBLA's Enforcement and Training Committee and graduated from the Recreational Boating Safety (RBS) Leadership Academy in 2022. Additionally, he serves as an instructor for NASBLA's Boat Incident Investigation Courses.
Campbell holds a bachelor’s degree in wildlife and fisheries sciences and a master’s degree in public safety from Tennessee Tech University. He resides in Dover, Tennessee, with his wife, Shani. He also serves his local community as the Deputy Director of Stewart County Emergency Management.

Please join NASBLA in congratulating Joe Campbell for achieving the title of Certified Recreational Boating Professional!
