Washington State Parks Recreational Mooring Buoy Program - Reid Parker + Joelene Boyd

Washington State Parks and Recreation Commission (State Parks) manages 259 mooring buoys for recreational use at marine state parks across the Salish Sea and Puget Sound. State Parks’ recreational buoys were installed over a 30-year period using a variety of anchor materials. Aging infrastructure, coupled with the disbandment of an internal State Parks dive team, resulted in a backlog of deferred and much needed maintenance to the system.
 
In 2021, State Parks conducted a comprehensive assessment of the mooring buoys, collecting accurate data on location, anchor type and condition, and surrounding environmental conditions. Using this information, State Parks completed a full overhaul of buoy tackle on suitable anchors in 2021 and 2022, and inspection and maintenance continues on an annual basis. State Parks is now looking toward quantifying usage of mooring buoys and planning for ongoing maintenance needs.
 
Additionally, State Parks is engaged in ongoing conversations with tribal governments as well as local, state, and federal agencies to permit replacement and maintenance of anchors and buoy tackle. The session will include discussion of scope, scale, and complexity of managing a vast recreational mooring buoy system as well as the permitting challenges.
