    Which states have an in-water training program for the public (besides Alaska)?

    Maryland does.  We have about seven different places you can take it, with the four sections that are NASBLA approved.  They will be part of the Enhanced Boating Safety program, once it's kicked off.  Most are charging between $300-$400 for the courses.
